Yes. Since Bedrock 1.10 you can combine an undecorated shield and a banner in a crafting grid. Bedrock's give command has no pattern data, so the shield commands on this site are Java only.

Does putting a banner on a shield consume the banner?

Yes. Crafting a shield with a banner copies the design onto the shield and uses up the banner. Make a copy of the banner first if you want to keep it.

How many layers can a shield have?

In survival, a shield takes a banner with up to 6 layers, the loom limit. With a give command, a shield can carry up to 16 pattern layers, the same as a banner.
